HVL's core purpose is to provide members of the specific communities with 'the complete resource online' ; i.e. easy access to the online services and information essential to that communitys 'in just three clicks'.  Each community is managed by subject matter experts from the community aided by tailored technology tools. HVL embraces and promotes other sites that it believes provide value to the community members and actively encourages community feedback and recommendations.

HVL aims to provide exceptional value to its community members. Its sites offer a free membership level that provides a valuable community resource. The  optional, subscription services provide access to a range of premium content and services.  It aims to source goods and services for its members at least as competitively as anywhere else on the web, passing on many of the benefits and discounts received. It uses technology, automation and globaly competitive resources where possible to reduce labour costs. It keeps its technology costs low by spreading them across all of its communities and its business partners in the communities and  by using open source technology wherever appropriate.
